A novel scheme to help students remit scholarship fees on time : India

 Dharwad district administration to set up a revolving fund

Students may no longer face difficulties owing to delay in remittance of scholarship fees. The district administration has designed a novel scheme to provide the amount from its funds in case of delay in remittance of fees.

Deputy Commissioner P. Rajendra Cholan said a revolving fund of Rs. 1 crore would be created to implement the scheme. The district administration’s contribution will be Rs. 30 lakh and the remaining amount will be taken from banks under the Corporate Social Responsibility (CSR) scheme.

NGOs are also welcome to contribute 10 per cent to the fund, Mr. Cholan said. The administration intends to integrate nearly 129 scholarship schemes of the Union and State governments.

Delay in remittance of the scholarship amount is a common complaint. Students will avail money equalling the scholarship amount from the fund. They would have to refund the amount once the scholarship fee is remitted to their accounts.

Students from all categories, including those appearing for competitive examinations, can avail the benefit of this scheme. The administrative cost of maintaining the revolving fund will be taken care from the interest money.

The scheme will be first implemented in Dharwad district on a pilot basis and extended to other districts later, Mr. Cholan said.

Chennai model

The district administration plans to emulate the Chennai model of introducing virtual classrooms in government schools. The administration will identify expert teachers who are ready to serve on a voluntary basis. Classes will be conducted in selected subjects during weekends and children could attend them through visual aids. The model had been successfully implemented in schools run by the Chennai City Corporation, Mr. Cholan said.
