The Swedish Committee for Afghanistan (SCA) is a non-profit, non-governmental humanitarian organisation working to assist in the reconstruction of Afghanistan. SCA’s interventions inside Afghanistan began in 1982. Today SCA runs four major development programmes within Disability, Education, Health and Rural Development and is one of the largest NGOs in the country. SCA is an Equal Opportunity Employer. Job Summary

Rehabilitation of Afghans with Disabilities (RAD) is one programme of Swedish Committee for Afghanistan (SCA) which also works in Education, Health and Rural Development. RAD activities are carried out in thirteen provinces in Afghanistan and managed through four Project Offices (POs) – Ghazni, Jalalabad, Mazar-e-Sharif and Taloqan. RAD Programme consists of five components – 1) physical rehabilitation (physiotherapy & orthopaedic workshops), 2) community mobilization and advocacy, 3) special and inclusive education, 4) employment support and 5) institutional and capacity development. RAD programme is supported by over 414 staff and works in over 2000 villages.
A new project of ‘Economic Inclusion of Young Adult Men and Women with Disabilities in Vocational Training Services and Employment Opportunities’ will be implemented by SCA’s disability programme in 6 provinces (Ghazni, Logar, Wardak, Laghman, Nangarhar and Kunar). This project is funded by the European Union (EU) and has started from August 2011 for a period of 30 months. The overall objective of the project is: Greater access to employment opportunities for young adult men and women with disabilities through appropriate vocational training and employment support in urban and rural areas. The programme will focus on several aspects, such as: (1) improved access and support to persons with disabilities within the NSDP programme by developing new guidelines, (2) improved access by providing a range of activities, such as vocational trainings, apprenticeships and business development packages and (3) improved linkages through a functional coordination mechanism in MoLSAMD.
To support the development of vocational training and employment opportunities for persons with disabilities and to improve the linkages through a coordination mechanism, a ‘Disability Focal Point’ will be appointed in the MoLSAMD. The disability focal point will have the responsibility of implementing the activities within the mandates of MoLSAMD as stated in Memorandum of Understanding (MOU) signed between SCA and MoLSAMD.
The duration of the assignment is for a fixed term from the start of employment (as soon as the MoU is signed) and will continue, up to January 31, 2013 with possible extension after review of achievements and evaluation of funds.
The incumbent will work closely with the SCA RAD programme, MoLSAMD, Vocational Training NGOs & other government organization and will report on the status of implementation to Deputy Minister of MoLSAMD and to the head of the RAD programme.

Duties and Resposibilities

• Assist the National Skills Development Programme (NSDP) and MoLSAMD in mapping and creating linkages between different networks of Disabled People’s Organisations (DPOs), Vocation Training Organizations (VTOs), related staff in both national and provincial government departments and other stakeholders
• Ensure and support the MoLSAMD and National Skills Development Programme (NDSP) in the establishment of a coordination mechanism with all Vocational Training Organizations (VTOs), Disabled People’s Organizations (DPOs) and other stakeholders related to vocational training and employment opportunities for persons with disabilities
• Assist in creating a contact directory with all DPOs, VTOs, and departments of MoLSAMD, NGOs, implementers and donors regarding economic development of persons with disabilities
• Facilitate a better information flow to and from NSPD and MOLSAMD, and closer links between people with disabilities and VTOs through the advocacy of DPOs
• Advocate for improved accessibility of young people with disabilities to vocational training and employment and ensure that training facilities provide quality services to them
• Increase the MoLSAMD staffs’ understanding of the rights based approach to disability and the current situation for persons with disabilities in social and economic inclusion.
• Increase the technical capacity of the MOLSAMD in the field of monitoring and evaluation of current vocational training activities and employment opportunities in Afghanistan.
• Contribute to the designing and delivering of training regarding employment support for persons with disabilities.
• To collect and distribute tools and training materials suitable for the local context relating to vocational training for young people with disabilities.
• Keep updated with current resources and best practice in the field of employment support and ensure that relevant concepts are implemented in a culturally acceptable manner
• Support the implementation of operational strategies to overcome the identified barriers for participation of young people with disabilities in economic activities
• Facilitate information sharing and communication with media regarding stories and information on training and employment opportunities for people with disabilities
• Report on the status of implementation to the MoLSAMD and to the head of the RAD programme at SCA

Qualification

• A four year bachelor’s degree in Economy, Business, Social Science, Teacher Training, or any other related field
• A minimum of 5 years’ work experience At least 5 years work experience in disability programmes and/ or Community Based Rehabilitation, in particular employment support
• Demonstrated experience in supervision, monitoring, training and planning
• Strong leadership and teambuilding skills, staff management and capacity building experience
• Experience in consulting and advising
• Experience in data maintenance, analysis and good report writing skills
• Proven communication, interpersonal and negotiation skills
• Understanding of budget designing and monitoring will be highly desirable
• Ability to actively seek and improve services, offer new and different options/ initiatives to solve problems and meet client needs, promote and persuade others to consider new ideas.
